Notice of Intent to Award AAASWFL RFP-2026-01

The Area Agency on Aging for Southwest Florida (AAASWFL) for Planning and Service Area 8 will hereby designate as Community Care for the Elderly Lead Agency and award contracts to the following respondent to AAASWFL’s RFP-2026-01:

Beginning July 1, 2026, the forgoing Lead Agency will be responsible for the provision of services under the Community Care for the Elderly program administered by the Florida Department of Elder Affairs pursuant to Chapter 430, Florida Statutes, and Rule 58-1, Florida Administrative Code.  

Any party who is substantially affected by the AAASWFL’s intended decision to award to the agency shown above must file a written notice of protest with the AAASWFL within seventy-two (72) hours after the posting of this Notice of Intent to Award, excluding weekends and state holidays. Procedures for filing a protest are outlined in AAASWFL RFP-2026-01 and in Rule 58C-1.0031, Florida Administrative Code. Failure to file a notice of protest as described in subsection (4) of Rule 58C-1.0031, Florida Administrative Code (F.A.C.), shall constitute a waiver of proceedings under Rule 58C-1.0031, F.A.C.

Notice of Intent to Award AAASWFL Single-Source Contracting

In response to RFP-2025-06, the Area Agency on Aging for Southwest Florida (AAASWFL) did not receive any qualified bids for Titles IIIB/IIIE Older Americans Act Case Management and Supportive Services for Hendry and Glades Counties. As such, AAASWFL has approached qualified Providers to ensure essential Older Americans Act funded services remain available to older adults in Hendry and Glades Counties and intends to award contracts to the following Service Providers:

The Area Agency on Aging for Southwest Florida (AAASWFL), a nonprofit Area Agency on Aging (AAA) and Aging and Disability Resource Center, intends to award a Strategic Planning Consultant contract to Whitney Crettol Consulting.

The Area Agency on Aging for Southwest Florida (AAASWFL) intends to designate as Community Care for the Elderly (CCE) Lead Agencies and award contracts to the following respondents to the AAASWFL’s January 2024 Request for Proposals:

Any party who is substantially affected by the AAASWFL’s intended decision to award to the agencies listed above must file a written notice of protest with the AAASWFL by Wednesday, May 1, 2024, at 4:00pm. Procedures for filing a protest are outlined in the 2024 CCE RFP Packet and in in Rule 58C-1.0031, Florida Administrative Code. Failure to file a notice of protest as described in subsection (4) of Rule 58C-1.0031, Florida Administrative Code (F.A.C.), shall constitute a waiver of proceedings under Rule 58C-1.0031, F.A.C. Area Plan for PSA 8

The 2024-2027 Four-Year Area Plan for the Area Agency on Aging for Southwest Florida Planning and Service Area (PSA) 8 (pdf. file) is now available for download.

The Area Plan describes in detail the specific services to be provided to the population of older adults residing in PSA 8 that encompasses Charlotte, Collier, DeSoto, Glades, Hendry, Lee, and Sarasota counties. 

DOEA Programs and Services Handbook

The State of Florida Department of Elder Affairs (DOEA) provides an annual Summary of Programs and Services.

Services and programs for elders vary in relation to consumer needs, demographics, funding availability and legislative directives. The links below will direct you to the DOEA’s full 2018 Programs and Services Handbook.

The 2022 Programs and Services Manual has  been issued. While some sections may be updated or revised in the near future, the current version of the document can be located on the Department of Elder Affairs website.
